Meet the Author – Eugen Rosu
Hi, I’m Eugen Rosu—author of Church Ministries on a Shoestring Budget, ministry coach, and passionate advocate for equipping churches to do more with less. I didn’t come into the ministry with a big budget or a large team. In fact, many of my early ministry experiences were marked by tight resources, limited volunteers, and a deep desire to serve communities that were often overlooked. That’s where I learned to get creative—to stretch every dollar, inspire every heart, and trust that meaningful ministry didn’t require big spending, just big faith. Over the years, I’ve helped dozens of churches and ministry leaders launch impactful programs using practical strategies, wise stewardship, and a deep understanding of what truly matters in Kingdom work. I became an expert not through textbooks, but through trials—learning what works by doing it myself in small churches with real challenges and real people. My greatest joy is sharing those lessons with others, especially leaders who feel called but under-resourced. I created Church Ministries on a Shoestring Budget to provide the tools, ideas, and encouragement I wish I had at the start. Because when you empower a leader, you strengthen a community—and I believe every church, no matter its size, has the potential to thrive. My biggest goal as a teacher is to help pastors and leaders realize that effective ministry doesn’t depend on money, it depends on mission, vision, and a willingness to serve with excellence and heart. Let’s build thriving, resourceful ministries—together.

Hear From Ministers Like You, the transformative power of this Guide!
Eugen’s book was a lifeline. I was struggling to keep our outreach programs alive with almost no funding. The ideas in Church Ministry on a Shoestring Budget helped us relaunch three ministries with little more than vision, volunteers, and prayer. His coaching gave me clarity, strategy, and encouragement when I needed it most.
New Light Community Church (Texas)
In Church Ministries On A Shoestring Budget, Rev. Dr. Eugen Rosu shows that churches and paraministries are capable of being effective agents of change in their local communities, no matter their financial and material resources. Rev. Rosu provides diverse avenues for sharing the Gospel of Jesus Christ by adopting practical and unique ministries applicable to the communities where each church is based. Church Ministries On A Shoestring Budget is a reminder that with a little resourcefulness, a small budget can still make a substantial impact in our communities and the kingdom of God..

After reading Eugen’s book, I felt seen. Every chapter spoke about the real-world struggles of small-church leaders. His coaching sessions took it a step further, he helped me restructure our volunteer system, increase engagement, and launch a women’s support group that’s changing lives. His approach is humble, faith-filled, and action-oriented.
Christ Renewed Ministries (Georgia)
We were a small church with a big heart—and zero budget for growth. Eugen helped us shift our mindset and maximize what we had. His practical tips and one-on-one guidance helped us create a thriving youth program using donated supplies and community partnerships. His book is now required reading for all our ministry leads.
